GACC Leads District-Level Advocacy and Media Engagement on ABFA-Funded Projects

The Ghana Anti-Corruption Coalition (GACC), with support from the Africa Centre for Energy Policy (ACEP), undertook a series of district-level advocacy and media engagements from 3rd to 6th February 2026 to promote transparency and accountability in the management of petroleum revenues allocated through the Annual Budget Funding Amount (ABFA).

The engagements were held across selected districts in the Ashanti, Northern, Volta, and Western Regions, bringing together key stakeholders, including Metropolitan, Municipal, and District Assemblies (MMDAs), traditional authorities, assembly and unit committee members, civil society actors, and community beneficiaries.

During the sessions, Local Accountability Networks (LANets) presented findings from their monitoring of 29 out of 35 ABFA-funded projects. The findings highlighted limited stakeholder involvement in project selection and design, inadequate access to project information, and weak accountability mechanisms at the district level.

Participants engaged in constructive dialogue and agreed on practical steps to improve transparency, strengthen access to information, and enhance community participation in ABFA-funded projects. Discussions also emphasised the need to align petroleum revenue spending with local development priorities to ensure sustainable and meaningful impact.

As part of the initiative, GACC and the LANets also organised district-level radio discussions to further disseminate the findings, promote public understanding of ABFA, and encourage citizen demand for accountability.

The activities formed part of the project titled “From Disclosure to Impact – Mobilising Local Civil Society to Verify Published Extractives Data and Advocate for Equitable, Accountable Spend of Funds.” The initiative reinforces the critical role of citizen-led monitoring in strengthening accountability within Ghana’s extractive sector.
